If you plan to...

...then you will need to register your business with the Division of Revenue by applying for a business license.
If you have employees working in Delaware, you will also need to file Workers' Compensation and Unemployment Insurance forms, along with registering for a withholding account. Delaware One Stop will guide you through the process of completing these requirements online.
If you aren't sure whether your business meets any of the above criteria, contact the Division of Revenue at 302-577-8778 to ask if you need to apply for a license. You can also fill out a "Nexus" questionnaire and send it to the Division of Revenue to determine if you need to apply.
